Specialized Health Care Programs
Specialized health care programs help people who have special health care needs. Massachusetts specialized health care programs help elders, pregnant women, people with HIV/AIDS, the unemployed, uninsured residents, people who need help paying for their prescriptions, college students, and others. Each specialized health care program has its own eligibility requirements, benefits, and application process.

Prescription Advantage

Prescription Advantage is a state-sponsored prescription drug insurance plan for Massachusetts seniors and disabled residents who meet eligibility requirements. For people on Medicare, Prescription Advantage helps pay Part D Prescription Drug Plan costs. For people not on Medicare, the program offers primary prescription drug coverage with an out-of-pocket spending limit.

Free Walk-In Clinics

Free clinics are community-based health care programs that provide medical, dental, vision, mental health, and other health-related services to uninsured or underinsured low income residents.

COBRA Subsidy

The COBRA subsidy is a federal program that lowered the cost of employer group health insurance coverage for people who lost their jobs. The subsidy covered 65% of COBRA monthly health insurance premiums for unemployed workers and their families. The program has ended.

Elder Service Plans

Elder Service Plans provide comprehensive medical and social services to frail elders so that they can live in their communities instead of in nursing homes. Services are usually provided in an adult day health center, but may be given in the elder's home or other facility.

Senior Care Options

Senior Care Options (SCOs) is a partnership between MassHealth and Medicare that provides a complete package of health care and social services to help low-income seniors stay healthy and able to live in their own homes. Enrollment is voluntary.

Healthy Start

Healthy Start helps pregnant low-income women who have no health insurance coverage for prenatal care. The program offers a wide range of health care services and referrals to help improve the health of newborn babies.

Patient Assistance Programs

Patient Assistance Programs provide free or low cost prescription drugs to patients who cannot afford them. All major drug companies have patient assistance programs. Generic and brand name drugs most often prescribed by doctors are available.

MassMedline MCPHS Pharmacy Outreach

The MassMedline MCPHS Pharmacy Outreach Program is a free prescription drug information and referral service for Massachusetts residents. Services include medication counseling, drug insurance plan counseling, and referrals for free or discounted prescription drugs. The program's MassMedline toll-free number is 1-866-633-1617.

Insurance Partnership

The Insurance Partnership is a Massachusetts program that helps small business owners provide health insurance for their uninsured employees. The Partnership pays part of the employer share of health insurance costs and also pays part of the employee monthly premiums.

Student Health Program

The SHP (Student Health Program) law requires all Massachusetts college students to have health insurance. Students must enroll in their school’s SHP health plan unless they have other health insurance with comparable coverage. Students must pay an annual premium plus other cost-sharing fees.

Breast/Cervical Cancer Treatment

The Breast and Cervical Cancer Treatment Program (BCCTP) is a health insurance program for women in need of treatment for breast or cervical cancer. This program offers MassHealth Standard coverage to certain women under 65 who do not otherwise qualify for MassHealth.

Pre-existing Condition Plan

The Pre-existing Condition Insurance Plan (PCIP) is a health insurance program for people who have had problems getting insurance because of pre-existing medical conditions. The PCIP is a stop-gap measure to provide affordable health insurance to people with pre-existing conditions until new Affordable Care Act protections take effect in 2014.
