Home and Community-Based Waiver
The Home and Community-Based Services Waiver (HCBS) is a program for low-income Massachusetts residents who qualify for nursing facility or other institutional care but want to live at home. The Waiver allows MassHealth-eligible frail seniors, people with intellectual disabilities, young children with autism, and adults with traumatic brain injuries to get needed health care and support services at home rather than in an institution.
Kaileigh Mulligan Home Care Program
The Kaileigh Mulligan program is a home care program for severely disabled children who need skilled nursing care or are dependent on assistive technology. The program does not count parent income or assets in determining financial eligibility. The Kaileigh Mulligan program allows children to receive care at home that is equal to the level of care they would receive in a nursing home or other medical facility.
Home Care Program
The Massachusetts Home Care Program is a program of support services to help Massachusetts seniors live independently in their own homes. To qualify, seniors must meet income limits and show a need for support services. The Massachusetts Home Care Program is for seniors with low to moderate needs, who do not need daily nursing care. Frail seniors who are medically eligible for nursing facility care can get a higher level of service from the Enhanced Community Options Program (ECOP).
Home Care Assistance Program
The Home Care Assistance Program (HCAP) provides homemaking services for adults under age 60 with disabilities. Services include food shopping, meal preparation, laundry, and house cleaning. The Home Care Assistance Program helps people with disabilities live on their own and avoid going to a nursing home or other institution.
MassHealth Home Health
MassHealth pays home health agencies to provide nursing care; home health aide care; and occupational, physical, and speech/language therapy to eligible MassHealth members. Home health care services must be medically necessary and part of a doctor’s plan of care.
