The American Opportunity Tax Credit is a federal tax credit for low and moderate income families and individuals who paid for tuition, fees, books, and supplies during the tax year. The credit applies to the first four years of post-secondary education.
The American Opportunity Tax Credit replaces the Hope Credit for tax years 2009 and 2010. The credit equals 100% of the first $2000, and 25% of the next $2000 paid, up to a maximum of $2500 per year per student. Forty percent of the credit is refundable, allowing families with little or no tax liability to get a refund payment of up to $1000 per student.

The Lifetime Learning Credit is a federal tax credit for low and moderate income families and individuals who paid tuition and related educational expenses during the tax year. The credit applies to full-time or part-time post-secondary education, including undergraduate, graduate, and professional study.
The credit equals 20% of the first $10,000 paid for all family members, up to a maximum of $2000 per year per family. The credit is not refundable.

The federal homebuyer tax credit has been extended and expanded through June 30, 2010. First-time homebuyers and non-first-time homebuyers are now eligible for the credit. Income limits have increased to $125,000 for single taxpayers and $225,000 for married taxpayers for the full credit; and $145,000 single and $245,000 married for the partial credit.

Commonwealth Care Bridge is a state-subsidized health insurance program for special status legal immigrants who lost their Commonwealth Care coverage on August 31, 2009 because of changes in state law. Commonwealth Care Bridge offers most of the benefits of Commonwealth Care. Members get health care services from CeltiCare, a statewide health plan.

Beginning January 1, 2010, Prescription Advantage will stop paying any portion of Medicare prescription drug plan monthly premiums. Medicare drug plans will bill Prescription Advantage members directly for their full premium costs. Members who are eligible for Extra Help from Social Security will continue to get those subsidies.

The Senior Property Tax Work-Off Program allows seniors to do volunteer work for their local governments in exchange for a reduction in their property taxes. Senior volunteers earn credits for the hours they work, up to $1000 maximum in most communities. The credits lower their property tax bills.

The MassHousing Homebuyer Tax Credit Loan Program allows first-time homebuyers who are eligible for the $8000 federal homebuyer tax credit to use the credit for their down payment or closing costs when they buy their house. The loan does not have to be repaid until June 1, 2010.

More youth will be be able to meet the income guidelines for the YouthWorks job program this summer. Family income no greater than 200% of the Federal Povery Guidelines now qualifies. The program is for at-risk youth age 14-21 in targeted cities and towns throughout Massachusetts.

Home Affordable Modification is a new federal program that gives financial incentives to mortgage providers to modify loans. Homeowners pay no more than 31% of their monthly household income for their modified loan payments. The program is for homeowners at risk of foreclosure because of financial hardship.

Home Affordable Refinance allows homeowners who lost equity when their homes dropped in value to take advantage of low interest rates. The program is for homeowners with satisfactory credit who have been making their loan payments on time. The amount owed on the first mortgage can be no more than 105% of current market value.

The new COBRA subsidy lowers the cost of employer group health insurance for people who lose their jobs and continue their coverage. The subsidy covers 65% of COBRA monthly health insurance premiums for unemployed workers and their families. The subsidy is available to workers terminated from their jobs from September 1, 2008 through December 31, 2009.

MassRelay is a free easy-to-use service that allows people with text-based TTY phones to have telephone conversations with people who use standard phones. Massachusetts residents with permanent disabilities who need specialized telephone equipment can get free or reduced cost equipment from the MassEDP Equipment Distribution Program.

All children in Massachusetts, including homeless children, undocumented children, and children with disabilities, have the right to free public education. Massachusetts public school children have several school options. They can attend local or regional schools in their home districts, independently run charter schools, or out-of-district schools through the "school choice" program. Other public school options include vocational technical high schools, the METCO program for students in Boston and Springfield, and the Massachusetts Academy of Math & Science.

Kindergarten attendance is not mandatory in Massachusetts. However, Massachusetts regulations require all public school districts to offer free kindergarten that is at least a half-day program. Early Intervention (EI) is a program to help infants and toddlers, birth to age three, who have developmental delays or are at risk. Early Intervention teams work with children and their families to determine what services are needed and the best way to provide those services. Services may include physical and occupational therapy, speech therapy, family counseling, psychological services, nursing care, and other specialty services. Early Intervention services are free for Massachusetts families with limited incomes.

Many low and middle-income households, seniors, and disabled veterans are eligible to get federal income tax rebates later this year:
- Single filers with 2007 adjusted gross income below $75,000 can get rebates up to $600.
- Joint filers with income below $150,000 can get rebates up to $1200.
- Higher income filers may get partial rebates.
- Parents can get an additional $300 rebate per dependent child.
- Seniors and disabled veterans who do not owe any taxes but have at least $3000 in income can get rebates of $300 per person ($600 for couples).
You do not have to apply for these rebates, but you must file a 2007 federal tax return.

Health care providers can submit a Prescription for Transportation (PT-1) to get free van/taxi service for MassHealth patients who cannot use other transportation. MassHealth members who use private or public transportation can get reimbursed for travel costs. Travel must be to/from medical appointments covered by MassHealth.

An Individual Development Account (IDA) is a special matched savings account to help low-income families put money aside for homeownership, education, a small business, or other approved use. The Family Self-Sufficiency (FSS) Program is a voluntary five-year program for families with Section 8 vouchers. The main goal of the program is to help families get good jobs and earn enough money so they do not need public cash assistance. If the family’s income increases during the program, the family does not pay more rent. Instead, the rent increases that the family would normally have to pay go into the family's special FSS savings account.

Two programs are available for eligible Massachusetts families: the state-funded RAFT program, and utility company arrearage management programs. Benefits include debt forgiveness, affordable payment plans, budget counseling, and energy efficiency programs.

Families who need short-term financial help to prevent homelessness can find out about RAFT. RAFT helps families who are behind on rent, mortgage payments, or utility bills. RAFT also helps families who have to move but do not have enough money to pay a security deposit, utility startup costs, or first/last month’s rent. Funding for RAFT is limited. When funds are available, each family can get up to $3000.

Some families pay a monthly premium for CMSP, while other families do not pay a premium. Most services require a small co-payment. Monthly premiums and co-payments are based on income, with the highest income families paying the most. The four income categories for CMSP have been updated, based on percentages of the 2007 Federal Poverty Guidelines (FPG).
