Special Health Care Programs
Special health care programs in Massachusetts help people with specific health care needs. Each of these programs has its own eligibility requirements, benefits, and application process.

The Breast and Cervical Cancer Treatment Program (BCCTP) is a health insurance program for women in need of treatment for breast or cervical cancer. This program offers MassHealth Standard coverage to certain women under 65 who do not otherwise qualify for MassHealth.
The COBRA subsidy is a federal program that lowers the cost of employer group health insurance coverage for people who have lost their jobs. The subsidy covers 65% of COBRA monthly health insurance premiums for unemployed workers and their families.
Elder Service Plans provide comprehensive medical and social services to frail elders so that they can live in their communities instead of in nursing homes. Services are usually provided in an adult day health center, but may be given in the elder's home or other facility.
Free clinics are community-based health care programs that provide medical, dental, vision, mental health, and other health-related services to uninsured or underinsured low income residents.
Group Adult Foster Care (GAFC) is a MassHealth program that pays for personal care services for eligible seniors and adults with disabilities who live in GAFC-approved housing. To qualify, residents must eligible for MassHealth and need help with at least one daily personal care activity such as bathing or dressing.
Healthy Start helps pregnant low-income women who have no health insurance coverage for prenatal care. The program offers a wide range of health care services and referrals to help improve the health of newborn babies.
Massachusetts residents living with HIV/AIDS can get help with health insurance, prescription medications, home health care, dental care, medication management, and other health-related services. Special health care programs for people living with HIV/AIDS include:
The Insurance Partnership is a Massachusetts program that helps small business owners provide health insurance for their uninsured employees. The Partnership pays part of the employer share of health insurance costs and also pays part of the employee monthly premiums.
The Kaileigh Mulligan program is a home care program for severely disabled children who require skilled nursing care or are dependent on assistive technology. It does not count parent income or assets in determining financial eligibility. This program allows children to receive care at home that is equal to the level of care they would receive in a nursing home or other medical facility.
MassMedLine is a free prescription drug information and referral service for Massachusetts residents. MassMedLine's services include medication counseling, drug insurance plan counseling, and referrals for free or discounted prescription drugs. The MassMedline toll-free number is 1-866-633-1617.
The Medical Security Program (MSP) is a health care plan for low and middle-income Massachusetts residents who are getting unemployment insurance benefits. Coverage ends when your unemployment benefits end. The MSP Customer Service number is 1-800-908-8801.
MedlinePlus Go Local Massachusetts is an online directory of health-related resources available to Massachusetts residents. The directory is sorted by geographic area to help residents find resources in their local communities.
Patient Assistance Programs provide free or low cost prescription drugs to patients who cannot afford them. All major drug companies have patient assistance programs. Generic and brand name drugs most often prescribed by doctors are available.
The SHIP (Student Health Insurance Program) law requires all Massachusetts college students to have health insurance. Students must enroll in their school’s SHIP health plan unless they have other health insurance with comparable coverage. Students must pay an annual premium plus other cost-sharing fees.
Senior Care Options (SCOs) is a partnership between MassHealth and Medicare that provides a complete package of health care and social services to help low-income seniors stay healthy and able to live in their own homes. Enrollment is voluntary.
