Important News
 April 2009 - The first quarter of 2009 has seen a number of important changes in government benefit programs for Massachusetts residents.
MassResources.org keeps you up-to-date with these changes and how they affect you and the people you help.

2009 Economic Stimulus Plan
The 2009 economic stimulus plan includes programs to revive the economy and help Americans who are struggling to make ends meet. The plan offers tax credits, direct payments, benefit increases, and help for the unemployed.
Economic stimulus programs that affect people with limited incomes include:
Tax Credits:
- "Making Work Pay" tax credit up to $400 single / $800 couple
- Earned Income Tax Credit expansion
- Child Tax Credit expansion
Direct Payments and Benefits:
- Economic Recovery Payment of $250
- Pell Grant increases for college students
- SNAP food stamp increase effective April 1
Help for the Unemployed:
- Suspension of federal taxation of first $2400 of unemployment benefits
- Unemployment benefit increase of $25 per week
- Additional 13 weeks of federal extended unemployment benefits
- Federal subsidy of COBRA group health insurance premiums

2009 First-Time Homebuyer Credit
First-time homebuyers who buy a house before December 1, 2009 can get a tax credit worth 10% of the purchase price, up to a maximum of $8000.
Unlike last year's credit, the 2009 homebuyer credit does not have to be paid back.

Making Home Affordable
Making Home Affordable is the new federal government mortgage refinance and loan modification program to help struggling homeowners at risk of foreclosure.
 Home Affordable Refinance makes it possible for homeowners with little or no equity in their homes to refinance their mortgage loans at lower rates to save money- Home Affordable Modification encourages lenders to modify loans so that homeowner payments are no more than 31% of household income

Health Insurance for the Unemployed
Premium Assistance:
Unemployed workers in Massachusetts who can continue their group health insurance through COBRA can get help paying their monthly premiums:
- The state Medical Security Program pays 80% of monthly premiums (up to a payment limit) for people on unemployment who meet the income limits
- The federal COBRA subsidy pays 65% of monthly premiums for unemployed workers laid off from their jobs through the end of 2009
- The combined subsidy for people who qualify for both programs covers up to 93% of the monthly premium cost
Direct Coverage: The Medical Security Program offers direct coverage to Massachusetts residents on unemployment who meet income limits and:
- cannot afford their portion of group health insurance premiums because of financial hardship
- or did not have health insurance or cannot continue their previous plan
