What is the Kaileigh Mulligan Home Care Program?
The Kaileigh Mulligan program is a home care program for severely disabled children who require skilled nursing care or are dependent on assistive technology. It does not count parent income or assets in determining financial eligibility. This program allows children to receive care at home that is equal to the level of care they would receive in a nursing home or other medical facility.
Am I eligible?
To be eligible, the child must:
- be severely and permanently disabled (Title XVI disability standards)
- be under age 18
- require a level of care equal to care provided in a hospital or nursing facility
- be approved for home care
- require home care that costs no more than institutional care
- have $2000 or less in countable assets
- have countable monthly income of $60 or less, or meet a deductible.
Financial eligibility for this program is based on the child's income and assets only. Financial resources of the parents are not counted.
What benefits will I get?
The disabled child will get:
- MassHealth Standard coverage, including assistive technology
- no MassHealth premiums
- a Care Coordinator to coordinate benefits and services
How do I apply?
Call the Mass Health Enrollment Center at 1-800-408-1253 (TTY: 1-800-231-5698), then ask for Kaileigh-Mulligan intake; or talk to your child's hospital social worker or case manager.
You will need to complete the MassHealth Medical Benefits Request (MBR) form and the Children's Disability Supplement. You must include proof of the child's income and assets and the child's most recent medical records describing the child's condition.
